Slovakia is building EUDI wallet solutions on top of strong digital identity foundations including biometric eID cards, the Slovensko.sk government portal, and Mobile ID authentication, backed by a €2.26 billion digital transformation investment through 2026.
Biometric eID Card Foundation Since December 2022
Slovakia's ID card with chip (eID) is a biometric identification document issued by the Ministry of Interior since December 2022. The eID card contains fingerprints of two fingers and a facial image in the electronic chip, providing electronic identification and digital signature capability.
The eID card costs €33 and significantly simplifies access to government electronic services, including electronic mailboxes. Citizens can use the eID to authenticate on the Slovensko.sk portal and access their personal government communication hub. This established eID infrastructure provides a strong foundation for EUDI wallet development.
Slovensko.sk Portal: Central Government Gateway
The Slovensko.sk portal (UPVS - Central Government Portal) serves as the primary gateway enabling electronic communication with public authorities. With an eID card, citizens can access their electronic mailbox at slovensko.sk and perform necessary actions toward the government electronically from home.
The portal integrates complete eGovernment infrastructure serving 5.5 million Slovak citizens. A roadmap for digitalizing administrative procedures for 16 priority life situations was adopted in 2024, further expanding the portal's capabilities and reducing administrative burden for citizens.
Slovensko v Mobile App with Mobile ID
Simplified mobile authentication: The Slovensko v mobile app is a free official application from the Ministry of Investment, Regional Development and Informatization that enables access to state services via mobile devices using Mobile ID (mID) authentication.
Mobile ID registration serves as a simpler alternative to using an ID card with a chip and card reader. When logging in via mID, users simply scan a generated QR code and the login is complete. This mobile-first approach simplifies authentication on the Slovensko.sk portal and facilitates easier communication with the government.
The mobile key makes it possible to perform government transactions electronically from home, with easier access to the message box for government communications. This mobile infrastructure demonstrates Slovakia's readiness to support mobile-based EUDI wallet solutions.
Dual EUDI Wallet Development Approach
Slovakia is among thirteen countries that have embarked on developing a digital ID wallet, at various stages including development, beta testing, or pre-production. Uniquely, Slovakia has two identified EUDI wallet solutions, reflecting both public and private sector approaches to implementation.
This dual approach allows Slovakia to explore different technical architectures and use cases while maintaining flexibility in meeting the December 2026 deadline. The development builds on the existing eID infrastructure, Slovensko.sk portal, and Mobile ID authentication systems.
€2.26 Billion Digital Transformation Investment
The Ministry of Investment, Regional Development and Informatization (MIRRI) adopted the Action Plan for the Digital Transformation of Slovakia for the years 2023-2026, which builds on Slovakia's broader 2030 Digital Transformation Strategy.
Slovakia's roadmap is composed of 127 measures with a budget of €2.26 billion, equivalent to 1.74% of GDP. The Action Plan aims to increase the digitalization of the Slovak economy, targeting especially small and medium enterprises and innovative businesses, while focusing on developing and deploying top digital technologies and building a resilient society.
The National Concept of Informatization of the Public Administration for years 2021-2026 outlines a vision for more reliable and user friendly digital public services, including e-health. This concept contains seven strategic targets including shared services, government cloud, data management, user-oriented multi-channel access, digital office transformation, public procurement, and human resources in IT.
High Citizen Satisfaction
According to recent data, 82% of Slovak citizens consider that the digitalization of public and private services is making their lives easier. This high satisfaction rate demonstrates the effectiveness of Slovakia's digital transformation strategy and suggests strong citizen readiness for EUDI wallet adoption.
Path to December 2026 Deadline
All 27 European Union member states face a December 2026 deadline to ensure that a European Digital Identity (EUDI) Wallet is available to their citizens. Each Member State must make at least one wallet available by late December 2026.
Slovakia's established eID infrastructure (since 2022), mature Slovensko.sk portal, Mobile ID authentication system, dual wallet development approach, and substantial financial commitment position the country well for meeting this deadline. The emphasis on reducing administrative burden and improving citizen experience aligns perfectly with EUDI wallet objectives of smooth cross-border digital identity services.
