The countries that lead in government service integration share a common pattern: they built their EUDI Wallets as an evolution of existing e-government platforms rather than starting from scratch. Belgium extended itsme and the eID card system, France extended FranceConnect, and Poland extended mObywatel. This evolutionary approach used existing citizen trust and infrastructure investments.

Cross-border government service access is one of the most transformative promises of the EUDI Wallet. Currently, an EU citizen moving to another country faces weeks of bureaucratic processes to register, access services, and establish their identity. With EUDI Wallets, this process can be reduced to minutes, as the new country's government systems can instantly verify the citizen's identity and credentials from their home country.

Poland's mObywatel stands out for its 20 million users, representing over half the Polish population. The app's focus on government document storage and presentation has made it indispensable for Polish citizens interacting with government services, police, and other official contexts. The Netherlands benefits from DigiD, the proven government authentication system used by millions of Dutch citizens, which provides a strong foundation for the NL-wallet's government service integration.

Future Government Service Developments

The Single Digital Gateway regulation requires all EU member states to make key government services available online and accessible to citizens from other member states. EUDI Wallets will be the primary authentication mechanism for this cross-border service access, making it possible for an Italian citizen to register a business in the Netherlands or file taxes in Germany using their IT-Wallet.

Proactive government services are an emerging concept where governments use wallet data to automatically offer eligible services to citizens. Instead of requiring citizens to discover and apply for benefits, the government could notify them through their wallet that they are eligible for specific programs. This shift from citizen-initiated to government-initiated services could significantly improve benefit take-up rates.

Digital voting and democratic participation through EUDI Wallets is being cautiously explored. While full electronic voting raises significant security and audit concerns, EUDI Wallets could streamline voter registration, enable digital petition signing, and facilitate participation in public consultations. Estonia's experience with e-voting provides valuable lessons for other EU countries considering this path.
