Why Healthcare Is a Priority Use Case

Healthcare identity verification is one of the highest-stakes use cases for EUDI Wallets. Misidentification in medical settings can lead to wrong treatments, adverse drug interactions, or insurance fraud. At the same time, accessing healthcare across EU borders remains frustratingly complex, with different member states using incompatible health card systems and paper-based verification processes.

The European Health Data Space (EHDS) regulation is being designed to work hand-in-hand with EUDI Wallets. When fully implemented, citizens will be able to access their health records, share them with healthcare providers in any EU country, and control exactly what information is shared. This is particularly important for chronic disease patients, elderly travelers, and emergency situations where medical history could be life-saving.

The COVID-19 pandemic demonstrated the urgent need for digital health credentials. The EU Digital COVID Certificate was effectively a precursor to health-related EUDI Wallet features, proving that citizens are willing to use digital health credentials when they provide clear benefits. EUDI Wallets extend this concept to a much broader range of healthcare use cases.

How We Evaluated Healthcare Readiness

Our healthcare evaluation considers four factors: existing health system integration (is the wallet already connected to national health infrastructure?), credential support (which health-related documents can it store?), security standards for medical data (does it meet healthcare-specific data protection requirements?), and cross-border healthcare support (can it facilitate treatment in other EU countries?).

France leads because France Identité is already being integrated with the Carte Vitale health insurance system and the broader French health infrastructure. Belgium earns second place with the ISI+ healthcare card included in MyGov.be since its May 2024 launch, making it the first EUDI-aligned wallet with live health card functionality.

Italy benefits from the massive SPID user base (37 million) that is already used for accessing healthcare services. Germany's BSI security standards are particularly well-suited for the sensitive nature of medical data, even though the AusweisApp EUDI upgrade has not yet launched. The combination of BSI certification with the existing Elektronische Gesundheitskarte (electronic health card) creates a strong foundation for future healthcare wallet features.

Future Healthcare Developments

The European Health Data Space will transform how EUDI Wallets interact with healthcare systems. By 2027, the EHDS aims to give every EU citizen electronic access to their health data and the ability to share it with healthcare providers across borders. EUDI Wallets will serve as the primary interface for accessing and controlling this data, putting patients firmly in charge of their health information.

Telemedicine integration is another rapidly developing area. EUDI Wallets will enable secure patient identification for virtual consultations, eliminating the need for separate video call verification steps. Doctors will be able to verify patient identity and access relevant health records through a single wallet interaction, making telemedicine more efficient and secure.

Vaccination records, allergy information, organ donor status, and emergency medical information are all planned credential types for EUDI Wallets. In an emergency, first responders could access critical health information from an unconscious patient's wallet (with appropriate authorization controls), potentially saving lives by providing immediate access to allergies, blood type, and current medications.
