Cyprus Launches Digital Citizen App & eID Ahead of EUDI Wallet 2026

Cyprus has launched its Digital Citizen mobile app and national electronic ID system, establishing a strong foundation for EUDI Wallet compliance while becoming the first country to achieve cross-border digital identity interoperability with Greece.

Digital Citizen App Launched December 2024

Cyprus launched its new mobile digital services app, Digital Citizen, in December 2024. The application allows citizens to obtain and store official documents in digital format for legal use within the country. Citizens can now carry biometric identity cards, driving licenses, and vehicle roadworthiness certificates (MOT) on their smartphones with full legal validity.

The Digital Citizen app represents Cyprus's national digital wallet solution that will serve as the foundation for EUDI Wallet compliance. The platform is designed to integrate smoothly with Cypriot identity documents and government service portals, with a particular emphasis on cross-border business usage given Cyprus's role as an international financial services hub.

National Electronic ID Launches January 2025

On January 21, 2025, the Deputy Ministry of Research, Innovation, and Digital Policy held a press conference to present the National Electronic Identity (eID) of the Republic of Cyprus. The IDMe.cy program enables citizens to access government systems through CY Login using their eID credentials.

Applications for electronic IDs opened on January 27, 2025, for Cypriot citizens over 18 years of age. The digital ID can be used for identity verification, authentication, and digital document signing. JCC Payment Systems Ltd serves as the issuing entity overseeing authentication, under the supervision of the Department of Electronic Communications of the Deputy Ministry.

Historic Cross-Border Integration with Greece

Breaking ground in European digital identity: Greece and Cyprus have formally launched cross-border interoperability between their digital wallet platforms, enabling citizens of both countries to use digital identification documents for domestic services while visiting the other nation.

Cyprus is aligning its Digital Citizen app to the Greek Gov.gr Wallet for mutual recognition of documents. Both countries have aligned their national systems to support emerging EU-wide standards under eIDAS 2.0, which requires all member states to offer interoperable digital identity wallets by the end of 2026.

Strong Budget Commitment for Digital Transformation

Cyprus increased its digital policy budget to €172.8 million for 2026, representing a 3.2% overall rise compared to 2025, with a notable 13.8% boost in development spending. The Deputy Ministry of Research, Innovation and Digital Policy, established in March 2020, oversees this transformation with three interconnected priorities: digital transformation, a sustainable innovation-driven economy, and cyber security.

More than 70 new e-government services are expected to be completed by the end of 2025 through the ministry's digital services factory, including systems for social insurance applications and online appointments at citizen service centres. All services are accessible through the upgraded gov.cy portal, which records over 500,000 monthly visits, rising to more than one million when linked government sites are included.

High Citizen Satisfaction and Future Plans

According to the special Eurobarometer on the Digital Decade 2025, 81% of Cyprus's citizens consider that the digitalization of public and private services is making their lives easier. This high satisfaction rate demonstrates the effectiveness of Cyprus's digital transformation strategy.

Officials in Cyprus have outlined plans to expand the Digital Citizen wallet's features, including integration of the Fan Card used for accessing sports venues, as part of a longer-term roadmap to broaden functionality and increase user engagement. Preparations are also underway for the 2026 launch of the national artificial intelligence strategy and action plan.

Path to December 2026 EUDI Wallet Compliance

All 27 European Union member states face a December 2026 deadline to ensure that a European Digital Identity (EUDI) Wallet is available to their citizens. Cyprus is among nine countries that already have a digital identity wallet solution deployed at the national level, positioning the country well ahead of the deadline.

With the Digital Citizen app operational, the national eID system launched, cross-border interoperability proven with Greece, and a strong budget allocation for 2026, Cyprus has established a complete foundation for full EUDI Wallet compliance. The country's focus on cross-border business functionality aligns well with its strategic importance as an international financial services center within the European Union.
