Estonia achieved 100% digital government in January 2025 and delivered the EUDI wallet MVP, building on 20+ years of pioneering digital society experience. With 99% digital ID penetration, X-Road infrastructure saving 2066 years annually, and Smart-ID QSCD status, Estonia sets the global benchmark for digital identity.

Historic Milestone: 100% Digital Government (January 2025)

World first achievement: Estonia achieved 100% digitalization of its government services in January 2025 with the addition of online divorce filing capability. Previously offering 99% of services online, e-Divorce made Estonia the world's first completely digital nation.

To celebrate this achievement, Estonia launched the campaign "100% Digital & 0% Bureaucrazy", running from January 27 to March 27, 2025. This milestone represents the culmination of decades of digital transformation, positioning Estonia as the global leader in e-governance.

Before reaching 100%, Estonia had already digitalized 99% of public services, making them accessible online 24/7. Over 99% of government services became accessible online, supported by digital identity (e-ID) issued to 99% of the population. The average tax filing lasts just 3 minutes, and 98% of the population declares their income electronically.

EUDI Wallet MVP Delivered to RIA

Cybernetica, a contractual partner of the Information System Authority (RIA), completed a major milestone in the development of the Estonian digital identity wallet. In mid-June 2025, Cybernetica handed over the minimum viable product (MVP) of the digital identity wallet solution to RIA, which manages the development of the Estonian digital wallet.

Cybernetica analyzed the architecture of the technical solution of the future Estonian digital wallet and its compatibility with the existing ecosystem of electronic identity. Estonia is among thirteen countries that have embarked on developing a digital ID wallet: Denmark, Estonia, Finland, Germany, Greece, Iceland, Ireland, Latvia, the Netherlands, Slovakia, Slovenia, Spain and Sweden. Estonia to this date is among the pioneers of EUDIW developments.

Estonia, coordinated by RIA, is participating in the pilot project Potential for the development of a technical solution for testing a digital driving license. The EU's deadline for public release of the EUDI wallet is November 3, 2026.

Triple Digital Identity System: ID-Card, Mobile-ID, Smart-ID

ID-Card: World's Most Advanced System

Estonia has the most highly-developed national ID-card system in the world. The mandatory national card provides digital access to all of Estonia's secure e-services. The Estonian identity card is used for regular identification, establishing identity in electronic environments, and giving digital signatures. The card is mandatory for citizens and serves as the foundation of Estonia's digital society.

Mobile-ID: Secure SIM-Based Authentication

Mobile-ID allows people to use a mobile phone as a form of secure digital ID and can be used to access secure e-services and digitally sign documents without requiring a card reader. Users can use their smartphones for secure digital identification, but require a special SIM card obtained from the telecom service provider. This solution bridges physical and mobile authentication smoothly.

Smart-ID: QSCD Status Since 2018

Smart-ID is a convenient mobile application that works as an identification solution for anyone who does not have a SIM card in their smart device but needs to securely prove their online identity. Since 2018, Smart-ID has been recognised as a QSCD (Qualified Signature Creation Device), meaning digital signatures given with Smart-ID have the same legal standing as handwritten ones.

This triple approach — mandatory ID-card, Mobile-ID with special SIM, and Smart-ID QSCD — ensures that virtually every Estonian can authenticate digitally regardless of their technical setup or preference.

X-Road: The Backbone Saving 2066 Years Annually

X-Road (X-Tee) is the free and open-source data exchange layer which provides a standardised method for transferring information between the data systems of private and public sector organisations. The technology underpinning Estonian digital society, X-Road is the distributed data exchange layer for registers and information systems.

The interoperability platform saves Estonia 2066 years of working time annually. This massive efficiency gain demonstrates the power of well-architected digital infrastructure that enables smooth data exchange while maintaining security and privacy.

Massive Economic and Time Savings

Estonia's digital solutions have allowed the country to save over 800 years of working time and 2% of gross domestic product (GDP) annually. These are not theoretical projections but measured outcomes from decades of digital transformation.

The efficiency gains are visible in everyday transactions: tax filing averages 3 minutes, 98% of declarations are electronic, and citizens can access virtually any government service 24/7 from anywhere in the world. This level of digital maturity provides Estonia with unparalleled experience for EUDI wallet implementation.

99% Digital ID Penetration

Over 99% of the Estonian population holds a digital identity, representing one of the highest penetration rates in the world. This near-universal adoption ensures that the EUDI wallet will launch into an environment where digital identity is already the norm, not the exception.

Estonian digital ID systems — ID-card, Mobile-ID, and Smart-ID — serve virtually 100% of the 1.3 million population. This complete coverage demonstrates Estonia's success in making digital identity accessible, secure, and trusted by citizens.
