Slovenia is developing EUDI wallet solutions on a foundation of mature digital identity infrastructure including the eIDAS-compliant SI-PASS system, electronic ID cards with three digital certificates, and the eUprava government portal backed by over 20 years of trust services experience.

SI-PASS: eIDAS-Compliant Authentication Foundation

SI-PASS is Slovenia's authentication and e-signature service that allows stand-alone documents to be electronically signed with SI-PASS-CA qualified digital certificates. The SI-PASS platform consists of SI-CAS (Slovenian central authentication system) and SI-CeS (Central eSignature system), where SI-CAS serves as the central service for identity verification.

Trust services of SI-TRUST are compliant with eIDAS regulation and are on the EU Trusted list, positioning Slovenia's existing infrastructure to integrate smoothly with upcoming EUDI wallet requirements. SI-TRUST, the Trust Service Authority of Slovenia operated by the Ministry of Digital Transformation, has established credibility and compliance at the European level.

Electronic ID Cards with Three Digital Certificates

Advanced certificate architecture: The Slovenian electronic ID card contains three digital certificates. The digital signature certificate and the high-level digital certificate are PIN-protected, while the low-level digital certificate can be accessed without entering a PIN.

The SI eID card identity provider issues digital certificates used as electronic identification means of the assurance level high, operated by SI-TRUST at the Ministry of Digital Transformation. According to the Identity Card Act and Electronic Identification and Trust Services Act, the Ministry of Digital Transformation is the responsible body for issuing electronic identification means on SI eID cards.

The card facilitates login to the national SI-PASS system, enabling interactions with government portals for tasks such as tax filing, social benefits applications, and administrative procedures without physical presence. The eOsebna mobile app enables contactless use of the electronic identity card using NFC, requiring an Android or iOS smartphone that supports NFC technology.

20+ Years of Certificate Authority Infrastructure

Slovenia has operated strong certificate infrastructure since 2000. Two governmental certificate service providers form the backbone: SIGOV-CA (productive since June 2000, issues certificates to governmental employees only) and SIGEN-CA (operational since July 2001, issues certificates to citizens and private sector).

Beside these governmental CAs, several private sector certificate authorities are operational, including HALCOM-CA, AC NLB, and POTA CA. This dual public-private ecosystem demonstrates Slovenia's mature approach to digital identity infrastructure.

Halcom One: Mobile Signature Leadership

Halcom is a fully fledged Qualified Trust Service Provider in Slovenia and the European Union, meaning all Halcom One Qualified Electronic Signatures are naturally accepted all over the EU under eIDAS. Halcom One is a leading app-based authentication and signature solution in the Balkans, offering free onboarding for users.

Halcom One is now integrated with eID Easy, powering users and businesses across Slovenia, Serbia, and Bosnia and Herzegovina. This cross-border functionality demonstrates readiness for the pan-European interoperability requirements of the EUDI wallet.

eUprava Portal: Government Services Gateway

The eUprava (eGovernment) portal is the public portal of the Republic of Slovenia for citizens and an electronic entry point for various services provided by state bodies or public administration bodies, administered by the Ministry of Digital Transformation.

The Slovenian government has significantly improved digital accessibility through the eUprava web portal, with the Ministry of Digital Transformation enhancing the portal's compliance with Web Content Accessibility Guidelines (WCAG) 2.1. This commitment to accessibility ensures EUDI wallet solutions will be inclusive for all citizens.

€10.1M Digital Transformation Project Through June 2026

Slovenia is implementing a major digital transformation project that started in January 2022 and will be finalized by June 2026 — perfectly aligned with the EUDI wallet deadline. The Ministry of Digital Transformation is implementing four projects aimed at developing user-centric e-services and upgrading IT infrastructure in public administration.

The Recovery and Resilience Facility provides funding of €8.6 million, with a total investment value of €10.1 million. For 2025, planned activities include establishment of DevSecOps automation and management of applied solutions with respect to security mechanisms, transfer of services to a new data centre, and training staff for working with new technologies.

For 2026, the focus is on transfer of services to a new data centre, process automation to the data centre, and workshops with DevSecOps users. This infrastructure modernization directly supports secure EUDI wallet deployment.

Digital Slovenia 2030 Strategic Framework

The Strategy for Slovenia's Digital Transformation by 2030 was adopted by the Government of the Republic of Slovenia in 2023 and provides strategic planning to promote Slovenia's digital transformation during the development period up to 2030. The EUDI wallet fits within this broader vision for complete digital public services.

High Citizen Satisfaction

According to the special Eurobarometer on the Digital Decade 2025, 78% of Slovenian citizens consider that the digitalization of public and private services is making their lives easier. This strong citizen acceptance demonstrates readiness for EUDI wallet adoption.

Path to December 2026 Deadline

Slovenia is among thirteen countries that have embarked on developing a digital ID wallet, currently at various stages in this process — be it development, beta testing, or pre-production. Some countries are building on the Reference Implementation Wallet, developing a bespoke solution, or using private sector providers.
